Introduction

The existing public transport system in the Philippines relies primarily on jeepneys, cultural icons of originality primarily repurposed from the army Jeeps left after World War II.Jeepneys are backyard-fabricated vehicles with framework often as old as 50 to 70 years old and engines more than 15 years old, capable of holding 12-32 passengers, according to Patricia Mariano.They are to Filipinos what double-deckers are to Londoners: a dominant cultural icon and a national symbol of pride.

The jeepney is the cheapest way to commute in the Philippines. Because of its rear door-open design, picking up and dropping off is easy for both passengers and drivers, they can stop anywhere unlike buses.The aim of the jeepney modernization program proposed by the Department of Transportation (DOTr) is to replace traditional jeepneys with safer, more efficient, and eco-friendly vehicles.Many traditional jeepneys are smoke emitters, inefficient, out of shape, not roadworthy, and often cause accidents.While modernization is proposed as a solution, there are alternative approaches that address the issue without fully replacing existing jeepneys.

This project offers a balanced approach to modernizing public transportation without affecting the livelihoods of jeepney drivers and operators. By focusing on modernizing and maintaining the existing fleet, using cleaner fuels, and involving the public in decision-making, we can create a solution that is both practical and respectful of Filipino traditions.Supporting this project represents an investment in a sustainable future for public transportation that respects our past and adapts to our current needs.

Description

The "Jeepney Para sa Masa" campaign aims to modernize the Philippine jeepney system by improving rather than replacing existing vehicles. This approach ensures that the cultural significance of the jeepney is preserved while addressing environmental impact, safety and efficiency issues.

The campaign focuses on the following key areas:Enhanced Maintenance and Upgrades:
We propose a comprehensive maintenance program to extend the life of the jeepneys. This includes engine overhauls, installation of modern safety features and structural repairs. These upgrades increase efficiency, reduce emissions and ensure passenger safety while maintaining the affordability and accessibility of the jeepneys.
Use of safer fuels:
The campaign advocates for a switch to cleaner fuels such as LPG to reduce the carbon footprint of jeepneys. This change will reduce air pollution while enabling drivers to control operating costs. Training programs are also provided to ensure a smooth transition.
Public engagement:
Community engagement is critical to the success of the campaign. We will conduct surveys, forums, and workshops to gather feedback from passengers and operators. This ensures that the solutions we implement meet the real needs and preferences of the people who rely on jeepneys.
Financial and technical support:
To ease the financial burden on operators, the campaign will provide subsidies or low-interest loans for maintenance and fuel switching. Technical training will also be provided to ensure operators can effectively maintain and operate the upgraded jeepneys.

Support

To successfully implement the "Keep the Jeep Rolling" campaign, we estimate a total budget of ₱19 million. This budget is allocated as follows:Improved Maintenance and Upgrades: P8 million
This includes the cost of engine overhauls, safety feature installations, and structural reinforcements for the jeepney fleet.
Switching to Safer Fuels: P5 million
These funds will support the conversion of jeepney engines to LPG or other cleaner fuel alternatives. This includes the cost of conversion kits, installation, and training drivers on the new fuels.
Public Engagement Activities: P2 million
This includes the cost of organizing community forums, surveys, and workshops. These activities are critical to gathering public input and ensuring that the solutions we implement meet the needs and preferences of jeepney users and operators.
Financial and Technical Support: P4 Million
Part of the budget is allocated for financial support and technical training for jeepney operators. This will ease the transition to an improved system and ensure that operators can continue to earn a living without undue financial burden.
